I was happy to receive the second entry of the Beograd Diary yesterday, I didn't realise that the first sanctions against Serbia were started at the same day that Croatia had his birthday, they surely know how to pick date there in New York. And I recognize the problems with the money from Beograd, in Zagreb all bank notes up to 1000 Dinar are also the same, only different colours. The higher ones 2000, 5000 and 10.000 (the last one you don't see so often yet) have also the same lay-out, in fact also the same as the smaller ones, only they have more colours and the printing is a lot better done than the first Croatian bank notes. In Zagreb you get now about 1500 HDR for a German Mark, sometimes even more, but the inflation is not that rapidly as some weeks ago. But when I see those stories from Beograd I have the feeling that we have to learn a lot in Zagreb to get in their professional way of inflating the inflation. There price must by about 300 times higher than on the prices tags here. Yes and of course the messages that on Saturday there was a Miss election in Sarajevo, through which other media than e-mail could I have heard that one. In the middle of one of the heaviest shelling in the last weeks the elected at of 12 candidates the "MISS besieged Sarajevo '93". After the European Song Contest success of Sarajevo, to spread their news via other cancels then the regular news this girl will have an nice appearance on the World Miss elections, if they, the organisers of "Miss World" let her join the event. That is another type of politics inside that elections than the ones from before. This afterwards I went to the steering group meeting of NGO related with UNHCR, which ICVA started some weeks ago. The idea is that a small select group of NGO representatives are invited which have connections with other groups, since the weekly huge NGO meetings became a disaster, to much people changed week to week. I got a kind of informal information to get to this meeting today and there I was in-between IRC, Croatia Red Cross, Office for Refugees and those others. When I introduced myself as Wam from SunCokret, NeXus, ZaMir Network and Terra the reactions were fantastic. Everybody knows SunCokret, but the other three are also not unknown. Immediately question if I could help them with e-mail connections, addresses abroad, since my bad imago has travel in front of me. For most of them it was no question if I should get a standard place in this committee, so on my list of occupations I have one more thing. The thing started with a security briefing from one of the UK liaison officers of UNPROFOR. They guy was really fantastic under cooled in his way of explaining the situation in Bosnia. He reported that the only usable road to Tuzla is via Tomislavgrad, up to nearly Tvarnik, down to Zenica and than back up to Tuzla, the other road over Mostar and than via Konijc to Zenica is still blocked and he advised the NGO not to take it. He also reported that a convoy "Convoy of Mercy" which left Metkovic on Thursday last week is still lost somewhere in BiH, nobody have heard from them. An Italian NGO, the name is not known yet, was taken by fighters dressed up in a kind of black payama uniform, like the Viet -Cong was wearing. This convoy was hey-jacked last Saturday between Tvarnik and Zenica in the mountains. They were told to drive into to mountains, and there the 5 drivers were beaten up and told to run, three were killed, two made it walking to Zenica were they arrived this morning and told their story. Unfortunately nobody knew that they were out there the UNPROFOR liaison officer tells and that's is the problem with a lot of NGO convoys and trucks, they just drive of telling that they are surely not the ones who get into problems. On this moment this area is declared pirate area, nobody knows really who the pirates are, but we surely have to learn to live with them in the near future. In front of the map with his little stick showing all the point we know so well he looks like a teacher, we have made now an agreement with Mladic he continues that we can run 3 convoys per week with international drivers through northern Bosnia to Tuzla and Zenica, there fore there will be created two front-line passings (one in Croatia and one north of Zenica). The papers have to be ready 2 days in before hand, so NGO who like to have materials on this convoys have to report it in time. No material like generators, radio communication, etc is allowed, we, UNHCR, would take that risk. In order to organise this passing UNHCR also agreed to run separate convoys to the western parts of the Serbian held part of Bosnia. Partly this convoys will drive over Knin area and than into the Bihac pocket (which is rather quiet he says, just a little bit of occasional shelling, nothing special though) and through a front-line passing in the south into Serbian held Bosnian. BiH armija in Sarajevo tried to break open the front to Pale and to take some land near the airport, but the only result according this UNPROFOR officer was a counter attack with the biggest shelling in weeks over 1000 incoming grenades. It is not advisable to go with normal cars, without bullet free proof jacket into the town he advises us. One of my cars was got in a sniper fire and both drivers were killed, it is hot we know, and you like to drive without helmet or jacket, but you are risking your live.
