In Beograd 13% of the drinking water seems to be un-fit for human consumption, according to ECMM report's they seem to lack almost all the neccessary row-materials to make it, basically chloride and other chemicals. The hospital from Zadar is in urgent need of all kind of medicines and new hepatitis A cases are found in the area of Sapna and Doboj. UNHCR could only deliver 10% of the targeted needs for Central Bosnia in November and only 18 % in December. Thanks to recent deliveries from UNHCR and private initiatives the food situation in Tuzla is getting better, but in the nearby area Kladanj the food shortage becomes alarming. In central Bosnia many Croat people like to leave since they don't feel safe anymore, no police, no lights in the dark. Over 1800 POW (Prisoners of War) has been released by HVO now, but according to ICRC (Int. Red Cross) there are at least 1000 left in Rodoc, BiHArmija rejects that the 1800 are not soldiers but civilians. Sir Michael Rose, active for a long time in the secret special service of the UK army, the SAS, but also for helping making a cease-fire and peace agreement after the Falkland's war, in which his unit played an important role, any way this well-experienced iron-eater (as we say in Dutch) is going to replace the Belgium commander of UNPROFOR in BiH, Francis Briquemont before the end of this month. Briquemont had 6 months to go but couldn't stand it after the first six. He said that he even didn't read the UN reports from New York and Geneva anymore since it didn't change any thing on the ground. "This is the world we live in....." "When Viktor Ivancic was like us such a petitionists (somebody who signs petitions all the time, a favourite activity of "decedents" in Former Socialist Yugoslavia), he maybe would automatically have signed his call-up papers when they came around the door with it". What have we learned from this, never sign a paper presented to you by somebody in camouflage uniform, because next moment you yourself are in camouflage uniform training for a war you are absolutely disagree with. Viktor indeed made the mistake of directly signing his papers, from that moment on you are under military law and each disobeying of orders can by punished by 30 days of jail without any court hearing. When he hadn't signed he would still be a civilian and had to appear for normal court, but much later. Viktor could have known that since ARK had put a few times a rather big add in "Feral Tribune", explaining the rights you have when you are mobilised. Also that nearly all cases of those who are apply for civil service are approved by the commission for civil service. Anyway I already have heard that the Dutch Journalist have plan to undertake action. "This is the world we live in ......" For over 1 1/2 year I have been learning that Croatia had nothing to do with Herceg-Bosna (or general with the Croats in BiH). There were maybe only family links between Croats in BiH and Croats in Croatia, but on governmental and military level there is absolute not connection what so ever. That was also told by Tudjman, when Madeleine Albright, the USA envoy to the UN, visiting this part of the world before the NATO meeting, which is coming up, after she asked for Croatia's role in the war in BiH. There maybe no relation on military level (although I know enough Croatian "volunteers" down there and it is known that in the last month all kind of male BiH citizens were call up in Croatia to join HVO in BiH and they had to go to army barracks in Zagreb (nothing special BiHArmija has (or still have) also army barracks in Zagreb)), but it seems that Croatia want to play a big role in the peace making for the Croats in BiH and the Croats in BiH seems to except that. Otherwise it is unexplainable for me that the minister of Foreign affairs of Croatia, Mate Granic has peace talks with Prime-Minister of BiH, Haris Silajdzic, about the fight's between Muslims and Croats in BiH. "This is the world we live in ......" Another important international happening took place in Rome the last days, the Vatican organised a special seminar about the situation in "former Yugoslavia". A group of Vatican diplomats and some special guests under the leading of the Pope came to the conclusion that every human being should be able to freely decided where he or she wants to live and that the war in "former Yugoslavia" is not a religious war. The also declared the 23th of January as International Day of Prayer for the peace in this region. "This is the world we live in ...." In "Vjesnik" last week a nice report from an article which was published in "Vecernje Novosti", a daily newspaper which appears in Beograd. One of the journalist from Beograd had been on a visit in Osijek and Slavonia to see how it looks after the war. He wrote, according to Vjesnik, that he was surprised, he noticed that Osijek was almost completely renovated and he didn't notice any special problems between Croats and Serb, who stayed behind after the was started, in the small villages in Slavonia. He probably didn't speak with those Serbs who still have problems of getting Croatian citizenship. Yesterday there was another special meeting of them in Osijek, with representatives from Zagreb and the "prince of Slavonia", Glavas. problem cases should be extra looked over, but they will do their best to solve all cases as soon as possible was the result. "This is the world we live in....." At first Christmas day, Giscard d'Estaing was in Sarajevo, but until yesterday, since the didn't want to invoke reactions from the Bosnian Serb army, it was kept secret that during his stay a French UNPROFOR soldier shot their first sniper (probably Bosnian Serb, the first person in BiH to be killed by French UNPROFOR), with their new sniper (long distance, the sniper was shot from 630 meter distance) riffles. The French commander in Sarajevo had as comment, that this was their way of saying that they were fed up after so many provocation's. Talking about killing in BiH, BiH government published their figure's for the war up to the 1th of January, according to their figure's 141.605 people died since the beginning and at least 160.000 are wounded, representing 6.5 % of the 4.5 million original citizens of BiH. In Sarajevo alone 9.662 people dead and 56.000 were wounded. Since the Christmas cease fire has began 106 persons were killed an 470 wounded, in the first 4 days of '94 alone 24 people were killed. Cold figure's, if you see the standard list's nearly every week they even get more cold. Only when you start to count the new grave's on a football field or in a park (what I did in Mostar) you start to understand how many more football fields and parks will be like this one. Suddenly the figures are not that cold anymore. Especially when you imagine that more than the half of the population is on the run outside the country. "This is the world we live in...." Being a hero in this war is a strange thing, I told you some days ago about the hero from Pakrac, Mercep and how nearly everybody can tell you that a lot of Mercep special Police brigade were criminals before the war. Also in Sarajevo criminals were active in the defence of the town, one of the first and most popular hero was "Jurka". In the beginning of the war you saw often interviews with him, at that moment you still could receive Sarajevo television, the Slovenes pick it up and broadcasted it during the day. He was tall and wounded a few times, so you saw him walking around with big metal pins through his leg and arm. "Every war creates his own Heroes" they said "This war created Jurka". When the fights started between Croats and Muslims, Jurka took the Croatian side and BiHArmija had used the first months, when people as Jurka were fighting, the build up a "real" army and fight follow the rules of the books. Jurka disappeared and two other town defender, commanders, with Mafia links were arrested, a third one was shot (and flown out for treatment). Jurka was found dead some day ago along a Belgium motorway, he was laying there already for some weeks when they found him. That's what happens with this war's heroes. "This is the world we live in ........" A commander of a force in one of the UNPA's was asked during an informal meeting if him didn't want to help to organise "check-point" meetings, meetings were families from both side of the cease-fire line can meet each other. His answer was that he is their to protect his land and not to search for people's sympathy.
