Zagreb Diary 27 January 1995

Dear diary,

Dobar dan,

The big qeustion diary, rest of the world is will there be war again 
in Croatia after UNPROFOR will leave. Since Tudjman decided (on the 
last day of my mothers visit for a week) that enough was enough and 
that it was time to go now, it has been in my in my mind. And in the 
mind of a lot of other people I think. What will happen, the refugees 
and the displaced people wants to go home now, Vukovar goes home, the 
film says. Going back home, going to homes taking by people whose 
homes has been destroyed else where by other people, maybe even 
related to the one in whose house they have found shelter now.

The domino effect Displaced people in Osijek who lived in Baranja 
wants to return, the bridge is nearly finished, their houses are used 
now by people from who some are coming from the area around Pakrac, 
from the dead villages on the road to Pozega from Pakrac. The villages 
from which I never know precisely how the call them where. The names 
can even leads to problems. 

Strange what kind of "problems" you some times can have, on this 
moment a project starts to get the independent media in the Post 
Yugoslavia Countries connected by Email and aour ZTN network is the 
backbone of it. So more and more representatives of the media I see 
popping up as users on our hosts. And the story is connected with a 
town, but forget about which one, it lays somewhere in the NOT by 
Zagreb controlled part within the International recognised border of 
the republic Croatia, neutral enough ?. Call it Xx, we have a user 
called radio-Xx_OS(ijek), strange they also could call themselves 
directly radio_Xx, but choose to indicate their position now, outside 
of Xx. Hope you follow it.

In town Xx also an email user on one accesable ZTN system could be 
found for the Radio Xx which is broadcasting from Xx, not from Osijek 
as the earlier one. You can have a situation that you can have an user 
radio_xx@zamir-BG(Beograd) and an user radio_xx@zamir-ZG(Zagreb) for 
example. Or a neutral radio_xx@ztn (ZaMir Transnational Networks) and 
both radio_xx accounts are getting it, one via Zagreb and one via 
Beograd. Which would be a solution, but also could lead to unendable 
debats and complains about privicy. 

We are thinking with some people how we can use Email to set up a 
network from people which can't communicate now. One way or another it 
is going to happen, people are being brought together again, refugees 
and displaced people may return to their houses or what is left over 
from them. Let them hook up in a virtual reality before that day 
happens that they are confronted whgich eachother door to door.

It would be easy, a short peep in the Internet conferences where 
Serbs, Croats and Muslims virtual fight their wars says that Email 
don't have yet a tradition of a peace building media. All kind of 
problems which become total irrelevant if you look at the reality of 
today. Email from the frontline. We haven't got a Za Mir (For Peace) 
hosts yet in Moscow and Cherchjna in the hopefully near future we have 
simular things to solve, fundraising for rebuilding a destroyed 
society on a free market orientated humanitarian market. 

I still believe that Email communication can establish understanding 
and can play a role. Some times however I asked myself why should I be 
in the "frontline" of this, we are not busy only with this war, and 
this region, but also with the role of email in such conflicts. We 
could learn a lot from eachother, rather than all try it on our own. 
That's where networking is all about. Catching like minded people in  
a big sea full off users and do something, start something together. 

The people in Cherchjna can learn from the experience of the people 
here with f.e. humanitarian help, or the PTSD wirepool which will 
establish soon. Lot's of times it was been said and feared for this 
Balkan war is just a test case for when it starts in the Russian 
fedration. Well people it seems to have started. Let's hope we learn 
fast now. But it seems we are not ready for it yet as world, since 
this wars are not over yet. How to take on the Russians, when you can't 
even take on the Serbs, some people may say or think. Which Russians 
and which Serbs are going to be taken on by which "good" guys.. 

The bleeding process in which the federal armies are seen as occupying 
forces (like every army, even the Dutch army in the Netherlands, it is 
not really "your guys" when you see them in public in your hometown 
next to an army base). And colleques, friends, lovers went to fight to 
defend the country, that were really "our guys", we knew and know some 
of this soldiers. Some of them may have to go back into fighting when 
UNPROFOR leaves Croatia, who knows. 

President Tudjman has promised that all citizins of Croatian have the 
same rights as the Croats in Croatia. He promised a peaceful 
solution, but how peaceful will peaceful be. We ruled out that at the 
day after the 31th of March Tudjman shows to have humor than anybody 
would imagine, scream "Fooled you" on perfect English, show the finger 
as on the Feral Tribune cover. He fooled the whole world, who isn't doing 
that around here. Allthough Feral's tries to put the President in a 
more humaristic footlight most of my friends made me clear that such a 
joke would above his sence of humor, I don't know.

There is a hope that Boutros Boutros is coming up with an offer soon 
which Croatia can't refuse, but if that is not the case, it is serious 
guys, a ticket back home. 

The highway open and UNPROFOR going it don't make sence, it get the 
hopes out of you, what are you doing in f.e. Pakrac, it will be 
frontline again when it happens. Between building a new life and 
waiting till it is all over, you never know what tomorrow will bring. 
A what do ypou know what the people on the "another think". A free 
exchange of personal mail goes hopeless slow via the red cross and who 
dare's to write.

Not UNPROFOR, but DISPLACED PEOPLE GO HOME Feral had on their cover 
some months ago, in last summer, let's start working on it together. 
This is not something some people can really do without support, it is 
not all that simple, not really buying a busticket and putting them on 
public transport home. Something a modern state must have a multi 
cultural society, forget which state is modern. Don't dream away by 
what use to be, feel sorry for Yugoslavia and people who really believed 
in it, it is no more. 

The bleeding is not over yet, we can only hope that one way or the 
other the solution will be peaceful and hope it will come soon. I know 
it is more exciting to write a war diary than a rebuilding diary, but 
sorry, me personal prefer the do the last.
